The party has a separate constitution that guarantees inner democracy to strengthen a democratic system. The composition of various units is amply pronounced as follows:

 

Basic Committees: Each mohalla and village to have a committee

 

Halqa Committees: Halqa Committees to be constituted in urban areas with a population of 10 to 15 thousand and in rural for populations of 7 to 10 thousand. There are provisions for Municipal wards and mountainous areas and the Central Executive has the powers to carve out a halqa wherever it considers necessary.

 

 

Associate Bodies: Organized labour, artisans, students, women, professionals and those organizations that the Central Executive grants recognition to can be associated.

 

Block Committees: Each administrative Block or Constituency has is covered by a Block Committee.

 

Zonal Committees: Can be constituted under Art 4.
Provincial Committees: All the three region of the state have a provincial Committee.

 

Membership: is open to any state subject who has unflinching faith in the programme and policies of NC. A basic member is eligible to contest for any party post.
Every state subject who has attained the age of 18 or more and has faith in the Programme of the party can seek membership against a fee of Rs.2 Membership cannot be issued to members known to belong to any other party. This does not apply to associate members endorsing the constitution of the party.
Under Art.VII the General Council is composed of elected delegates at a ration of 1/10 from each zone. A delegate has to deposit a prescribed delegate fees.

 

Delegates: are elected out of the basic members of each Halqa
Each delegate is issued an ID card.
Being a delegate is the pre-requisite qualification for contesting for any party post at Halqa, Block, Zone, District, Provincial or at the state level.
Any contestant for the post of Vice President, General Secretary or the Treasurer has to be a member of the General Council.
He will represent his zone in the Provincial Committee.
The posts of the President, Vice President, General Secretary and the Treasurer will be the Central office bearers.
The president will be elected each time for a three year term and will preside over the Annual Session, Special Session, General Council and the Central Executive. All decisions taken by the party will be deemed to have been taken by the president.
In the absence of the president, the Vice President will perform the duties of the top post. In extra ordinary circumstances, subject to the confirmation of the Central Executive, the President will have the powers to suspend or relax any rule.
After the delegates are elected, a minimum of ten delegates will propose the name of any delegate under Form C for the post of the President. Any such proposal will be forwarded to the General Secretary within the time frame announced by the Central Executive.
All proposals received by the General Secretary will be publicized for public. If there are more than one nominations received, anybody desirous of withdrawing his name can do so within ten days after it has been published. After the date of withdrawal is over a fresh notice will be published if there is more than one candidate left in the fray and a date of election announced. All the delegates will assemble in their respective zones and will be eligible to vote in favour of any candidate. In case of a tie, the final winner will be chosen by the draw of lots.
The president- elect will choose members of the Central Executive, a minimum of 25 but not exceeding 31, out of the members of the General Council. The Central Executive shall elect the Vice President, General Secretary and the Treasurer, out of the members chosen by the president.
In case of death or resignation of the President, the Vice President will discharge the duties of the President. He will summon a session of the General Council within 10 days to elect a new president. The quorum for such a session will be 1/3rd of the total members of the General Council.
The Annual Session will be held in the month of September.
Any zone can bid for the session which will be subject to the approval of the Central Executive.
The zone that hosts the Annual Session will function as the Reception Committee. Other prominent people can also be co-opted in the RC. A minimum of three days before the Session is held the Central Executive will meet as the Subjects Committee and decide the issues for discussion including resolutions and reports.
The Annual Accounts will be audited by a qualified auditor.
A special session can be called at the initiative of the CEC. The president can also summon a Special Session In case 2/3rd members of the General Council request him for such a session.
The General Council shall endorse all suggestions, resolutions and amendments passed by the CEC about the basic policies of the party.
General Council can by a 2/3rd majority recommend any amendments in the Constitution.
General Council will be deemed the final decision making body of National Conference.
The president will also be the president of the General Council and will have the powers to veto any tied decision.
The tenure of the General Council will also be three years.
Central Executive.
Its term will be three years.
It will be the administrative body of the party and shall be answerable to the General council for all the decisions it takes.
The CEC will appoint an auditor for verifying the accounts annually.
It will be bound by the Constitution of the party
It will have powers to seek information/ clarifications from all lower units and take action under rules against any member if so warranted.
CEC can issue directions from time to time, devise rules and regulations that are necessary for smooth democratic functioning of the lower units.

 

ELECTION BOARD: For the purpose of the elections, the president will nominate an Election Board with strength of 7 to 11 members. This Board will supervise the entire election process and devise a schedule about the dates. The General Secretary will be its convener.

 

CREDENTIAL COMMITTEE: The CEC will nominate this committee out of its members comprising of a minimum of 5 members. The CC will investigate allegations received against members or office bearers and submit its findings to the CEC.

 

DISTRIBUTION OF MEMBERSHIP
FUNDS:
The Treasurer will hold accounts of the party.
The CEC will authorize the Treasurer to keep a specified amount under his individual control. The rest will be deposited in a recognized bank. Withdrawals will be made under joint signatures of the General Secretary and the Treasurer.
The basic income of the party will be from the annual membership out of which the lower units will ne entitled to the following share:
Basic Committee           15%
Halqa Committee          20%
Block Committee           20%
Zone Committee            15%
Provincial Committee    10%
Central Committee        20%
In addition to the annual membership fees, funds received on Annual session or Special Session will be considered the income of the party. Any funds saved, will be equitably distributed to the central and provincial committees.

 

SPECIAL FUND: If any unit of the party desires to raise funds other than the annual membership or Annual session, an authorization from the President will be obligatory. Details of such receipts shall have to be provided to the CEC. Whenever such an authorization for special fund is given distribution will remain the same as the membership fund. Blocks/ Halqas raising such funds shall have to make the details public All such funds shall have to be properly scrutinized and recorded in respective accounts. Expenditure of such Funds shall need the prior approval of the CEC No special fund will be allowed after the specified period is over and any violation of the CEC direction in this regard will be considered unlawful.

 

THE DUTIES OF THE
GENERAL SECRETARY:
In addition to the President He will be in charge of the Central Office. He will publish reports of Annual and Special sessions in collaboration with Zonal and the Reception Committees. All such reports shall have to be made public within three months after the session is over. The Gen Secretary will be responsible to maintain the proceedings of the General Council and CEC and present them to the Gen Council along with a comprehensive statement of income and expenditure. The party secretariat will function under the directions of the Gen Secretary.

 

MID TERM ELECTIONS: In case of death, resignation or long absence of a member of General Council. Delegate or an office bearer at provincial, zone or any other level falls vacant; it may be filled according to the set procedure or by the president of that unit. In case the vacancy is caused in the CEC the President will fill such a vacancy by nominating a new member.

 

THE FLAG: The party flag will be RED and have a White Plough in the middle. The dimensions will be 3x5

 

OFFICIAL LANGUAGE: The official language of the party will be Urdu.

 

AMENDMENTS: The Gen Council will have powers to make necessary amendments, deletions or additions in the Constitution and will be subject to endorsement at the Annual session after which they will become part of the Constitution.
